The Democratic Governance Facility (DGF) is a five-year governance program aimed at strengthening democratisation, protecting human rights, and enhancing accountability in Uganda. The program was established in July 2011 by eight Development Partners (DPs) and is currently in its second phase, with support from seven DPs.The program’s goal is to contribute to equitable growth, poverty eradication, rule of law, and long-term stability in Uganda.The DGF works in partnership with diverse state and non-state actors, providing financial and technical support to implement a program that focuses on strengthening democratic processes, improving citizens’ inclusion and engagement in decision-making processes, strengthening rule of law, and increasing protection and fulfillment of human rights and gender equality.Aligned to Uganda’s national priorities and commitments, the DGF’s approach to programming in this phase falls under three broad and interconnected spheres: democratic processes that build citizen-state relationships, citizen empowerment, engagement, and accountability, and protection of human rights, access to justice, and gender equality.The program envisions a Uganda where citizens are empowered to engage in democratic governance, and the state upholds citizens’ rights.The DGF’s first phase ended in June 2016, and a transitional period of 18 months was implemented from July 2016 to December 2017.The second phase, which began in January 2018, builds on the achievements of the first phase and addresses the continuing democratic deficits in the country.
